remember, the elect rat in an offyear election tends to be older and tends to be whiter. these guys are all about survival. they're not going to do anything that they think will make it more likely that someone more conservative than themselves would challenge them in a primary. for them it is about survival. >> what about the risks on the other side? are there risks for president obama in all of this? >> there's risk. you look at immigration, i tend to agree with democrats that he probably has a stronger hand given that republicans feel like they have to do something that he's wanted to do. but, remember, the president had his chance. he promised to do immigration reform in the first year of his first term. and he didn't do it. and he didn't do it when he had all democratic control. so he could have done it. he chose not to do it. so he's under a lot of pressure because he made that same promise again this election. there's a lot of hispanic leaders saying wait a second. you made that promise last time. you broke it. you made it this time. are you going to break it again

it was a key issue in the election. and remember, it's unsustainable i think politically for boehner, forget the economics of this. i know people say that should be the only issue here. let's talk about the politics of it. it is unsustainable for boehner and the republicans to be in a position where they are blocking a tax cut for 98% of the americans because they want it protect tax rates of the top 2%. that may be right or wrong on its merits but politically seems pretty clear. you see more and more conservatives and republican office holders who are caving on that. maybe it wouldn't go up whole 4 1/2% from to 39% from 35.6 but i think it goes up to 37%. here's the point. in return boehner will demand something in return. that has got to be serious spending cuts and serious entitlement reform. so far the president has not given very much. although i will say when i talked to tim geithner, treasury secretary last week on "fox news sunday", he seemed to be inviting the republicans to do it, in effect saying look we'll n

the election didn't happen. >> it's incredible. it's amazing watching john boehner reach for anything, simpson/bowles which, by the way, assumed that the tax cuts for the top 2% would be gone, but he forgets about that, and boehner is trying to offer the same exact policies that mitt romney ran and lost on, that the republicans tried to negotiate with the white house. it is incredible. and the only way i can explain this, the only way i can possibly figure it is that maybe boehner feels like he has to protect his caucus to the end, look like he fought until the last dog died for those 2% rates because then when he caves at the end, which he's going to have to do, he can at least say he tried. >> right. by the way, the white house has rejected his latest offer, which is where he was in august of 2011. by the way, here is the details of what boehner put forward. consists of $2.2 trillion in net savings over a decade. it would include $800 billion worth of revenue from changing the tax code. but not by raising rates. by the way, the s
